Gold policy as a central exchange as a reserve product in the precious metals trade, which on the fifteenth of
last July, the Government of South Africa announced the result of the new agreement reached between it and the Bank of England
which stipulates that the Reserve Bank of South Africa has pledged that Great Britain shall be delivered an amount of no less than
eighty million pounds sterling during the years 1946//1947, and the price of gold remains 172 shillings and six pence
per ounce, and it is possible that some changes may occur if the exchange rate of the dollar and sterling changes or if it is adjusted
by the United States, which raised its purchase price. Mr. Hugh Dalton stated that the objectives that follow prices
cannot be applied to South African gold except in special cases, while retaining some factors and adding costs
in transport, and gold exported to the United States cannot under any circumstances be subjected to political factors
and price fluctuations

The esteemed Ministry of Justice has previously allocated to each of the President and members of the Spiritual Council
monthly allowances in the amount of 20 Dinars, and to each of the President and the two members of the Religious Court monthly allowances
in the amount of 15 Dinars. In view of the verbal conversation held with the Vice President of the Lay Council, they have
been paid in accordance with their salaries starting from the month of January 1948. As for the Rabbis Sasson Khedhouri Ishaq and
Moshe Ibrahim, they have been paid their salaries as before, considering that the Ministry of Justice did not allocate allowances
for them as they are additional members, and your esteemed council has previously allocated to Rabbi Saleh Naqqar monthly
allowances in the amount of five Dinars in his capacity as an additional member.
I also request to be informed about the continuation or suspension of salary payments for each of the clerk Haskiel Qattan and the servants
Karji Sasson, Salman Mordechai, and Raphael Hankali, and the servant Yusuf Khulaif, in view of the issuance of an administrative order by

It is not hidden from your Excellency that on the occasion of the formation of the sectarian religious courts according to the
current Law of Court Organization, the work of the courts has become very heavy compared to before the implementation of this law,
especially in terms of official working hours.
And the salaries received by the Court of Cassation and the Court are not proportionate to their work, especially
in these difficult times. Therefore, and in view of the current situation, their Eminences have requested me to ask
the esteemed Council on their behalf to study this issue with interest and to secure monthly salaries for each of them
in a manner that ensures their necessary needs.
We hope to consider this issue as one of the important and urgent matters in view of the narrow
circumstances they are in, and we await your urgent reply. Please accept our highest respect.

Decision
Based on the issuance of Royal Decrees appointing their Eminences the Rabbis to their new
positions and determining their monthly allowances at the rate of twenty dinars for members of the Court of Cassation and twenty-five
dinars for members of the Court of First Instance, effective from 6/1/1948, the Lay Council has decided the following:
First - The difference between their original salaries and the allowances paid to them by the Ministry of
Justice shall be paid starting from the date mentioned above until the end of March 1948.
Second - The following named Eminences the Rabbis shall be paid the allowances mentioned below
monthly starting from the first of April 1948, provided that they are reconsidered when the Ministry of Justice decides to replace
their current allowances and change them to the maximum limit:

and the salary granted to him by the Ministry of Justice starting from the date of his appointment on 2/2/1948
amounting to (2.250 dinars) monthly, provided that this decision is reconsidered in the event of his salary being adjusted
by the Ministry.
Fifth - The clerk of the lawyers and the servants in the Court of Cassation and the Court of First Instance shall be notified starting from
the date they were granted their salaries by the Ministry of Justice ⟦line⟧ .

His Excellency, the President of the Honorable Lay Council of the Israelite Community
After greetings,
We, the teachers of the Sheikh Ishaq Synagogue and the Farha Synagogue (for laying Tefillin),
implore you greatly to extend a helping hand to us, because we
are in the direst of straits regarding the cost of living, and this matter
is understood by Your Excellency and by everyone.
Therefore, we have come seeking mercy from the Almighty, and then from Your Excellency,
that you may show us compassion upon reading this letter.
Our hope is that you do not disappoint our request, for when a child cries,
his mother is moved by his crying to nurse him.
Our monthly salary for both places is (one and a half Dinars), and upon your reading
of this, your compassion for us will undoubtedly be stirred, as we are heads
of families.
Finally, we pray to the Creator, Glory be to Him, to grant you perfect health,
and that He, Glory be to Him, does not let the reward of the charitable go to waste.
