To the Presidency of the Respectable Jewish Community in Baghdad
In view of what was stated in your statement No. T/954/2262 dated 1/11/954 regarding the subject of dispatch to England to complete
higher studies, and since I have the strongest desire for that, I submit this request of mine, stating the required information in accordance with what was stated in
the content of the aforementioned statement.
1- Certificates
A- Preparatory school certificate from Shamash School in the year 948 / 1949, Scientific Branch.
B- Certificate from the College of Commerce and Economics in Baghdad in the year 949 / 1950.
2- Qualifications
I have previously studied the principles of commercial bookkeeping in both Arabic and English methods, and I held the position of accountant
for the British Supply Company for a period of two and a half years between 941 - 943, then I moved to the Railway Directorate
and held several accounting positions, the last of which was in the Railway Supply Department due to its close relationship with commercial matters, and
that was from March 1943 until September 1948.
In March 1951, the Baghdad Court of First Instance appointed me as an accountant for the mass of the bankrupt Edward Aboudi, and I have remained in this position
until now. In addition to that, and with the approval of the Sunni Sharia Court in Baghdad, I held the position of accountant for the estate of the late Al-Ani
from May 1952 until now, I still hold these two positions. During this work of mine, I held the position of accountant for the Trading
and Printing Company Limited for two hours daily from April 951 until 10/10/1952.
My study of commercial, civil, and financial laws and my performance of the liquidation tasks for the Bank of Edward Aboudi and the estate of the late Al-Ani, and by virtue of the connection
of these two positions to legal cases and lawsuits, I have gained extensive experience in all matters of legal, commercial,
and civil lawsuits, along with all related procedures in all other government departments, especially in financial departments such as accounting and fees.
Furthermore, the Baghdad Court of First Instance has repeatedly assigned me to audit some financial cases presented to it and submit reports on them.
Based on the above, my desire is to complete higher education in the subject of auditing and obtain a (Chartered Accountant) certificate
or in the subject of studying financial and economic sciences and specializing in them.
I am ready to provide all the required documents and certificates and all other evidence that the respected committee may deem necessary,
hoping that this request of mine will meet with your approval. Please accept my highest respect.

25th December, 1953
The Principal,
Shammash and Frank Iny Schools,
Baghdad.
Sir,
Further to our verbal conversation, held in your office on the 22nd instant, I beg to offer myself as a candidate for an H.E. David Fund scholarship to pursue my studies in the United Kingdom, and give below the details asked for in the relevant Notification published on the School's notice-board.
I am 21, being born in 1932.
At 16, in 1948, after spending four years at Shammash Secondary School, I passed the London University Matriculation Examination (for June), at which I was the only examinee from Baghdad who obtained a First Division pass. The subjects I offered were:- English, Elementary Mathematics, French, Chemistry, and Electricity and Magnetism.
I passed the Government Secondary School Examination (Science Section) in 1949, obtaining an average of 84%.
In January, 1950, I passed a Supplementary Matriculation Examination in a further four subjects: Classical Arabic, Mechanics and Hydrostatics, Mathematics (More Advanced), and Geometrical and Mechanical Drawing.
In July, 1951, I passed the Intermediate Arts Examination in the following subjects and with the following results:-
Classical Arabic A
French A
Pure Mathematics B
My original intention, after passing the Intermediate, was to proceed to the final B.A.(General) Examination in the same subjects. After due deliberation, however, I found that such a choice of subjects would be definitely out of joint, since it is obvious that Pure Mathematics dose not harmonize with French and Classical Arabic. For the sake of a better synthesis, therefore, I decided to jettison the Mathematics subject and instead to prepare for History of Philosophy, a subject which has no counterpart at the Intermediate. And, as a matter of fact, I am now half-way through my correspondence studies for the final B.A.(Gen.), which I was intending to sit in June, 1955, offering Classical Arabic, French, and History of Philosophy.
It would therefore appear that, should I be accorded a scholarship to resume my studies in the United Kingdom as from next October, I should be able (subject, of course, to the approval of the University authorities) to sit my final B.A.(Gen.) Examination in one academic year, i.e. in June, 1955, as originally planned; after which, I should be eligible to proceed to higher degrees in either French or Philosophy.
Should the University authorities refuse to grant me such a permission, a more time-saving alternative would be to proceed directly to the B.A. Honours degree in either French or Philosophy, which would take 2 or 3 years after which, I should wish to go in for the M.A. and Ph.D. degrees in the same subject, which would mean an additional 2 years.
I have discussed the above proposals with Mr Pearson, of the British Council, Baghdad, who agreed that they are feasible and in conformity with the standing regulations of the University of London. He considers that the

Page 891

University authorities may well be prepared to approve my sitting the
B.A.(Gen.) in one year, after giving me a test, but that it would be
unavailing to take up this question now. At any rate, this is by no means
a ticklish problem, since, as stated above, I always have the alternative
of proceeding directly to an Honours degree.
For the last five years I have been working in the Engineering
Department of the Khanaqin Oil Company Limited, Baghdad, My present
designation is In-Charge Progress and Planning; ability at self-expression
in English forms the staple part of this appointment, and for the last
five years I have been working away at improving and perfecting my know-
ledge of this language. I need hardly point out that, through my daily
contact with many Britishers during this long period, I have acquired an
excellent "feel" for both the spoken and the written language. I have a
genuine interest in linguistic studies, and should like to mention that,
apart from the above examinations, I completed in January, 1952, an advan-
ced correspondence course in Effective English from the Regent Institute,
London.
You will no doubt appreciate that my main aim in applying for this
scholarship is to get a chance for pursuing my studies to degrees higher
than the B.A., as it is clear that I can easily obtain the B.A. degree here,
on my own, without involving myself in so many difficulties. Therefore, in
case I am granted a scholarship, I consider it imperative to lay down the
proviso that I should be given a written promise to the effect that, if I
did satisfactory and promising work up to the B.A. Honours, my studies would
be financed for a further 2 or more years up to the Ph.D. degree, I hope
that you will have no objection to this, since in all probability, the whole
scheme would be completed within four years.
For your information, I hold Certificate of Non-Forfeiture of Iraqi
Nationality No. 1687 dated 27.4.1952, whilst my father, Mr Jacob Isaac
Khmara, who is prepared to act as my sponsor, holds Certificate No.1871
dated 30.4.1952.
I beg to remain, Sir,
Yours obediently,
Edward Jaccob Khmara.
