To the respected Mr. Ismail Mahdi Al-Bazzaz - Baghdad
After greetings
With reference to your petition dated 1/18/1955; your undertaking of the repairs personally without obtaining our approval
in advance is not approved by us, as the inspection report had been organized by the engineer for an amount of 99/- Dinars, and we have referred the inspection papers
pertaining to the engineer directly to complete the work. Therefore, we request that you settle the amount due on the promissory notes
as soon as possible, and in the event that you do not pay the outstanding amounts, we will be forced to resort to legal means to recover them.

His Excellency the Chairman of the Administrative Committee of the Jewish Community, respected
After greetings:
The tenant of this khan had rented it for a very low amount given its location
in Darbounat al-Ma'adid, and therefore we do not know how the agreement was reached to carry out repairs
for the owner of this khan, and by what means your esteemed committee agreed to spend
99 Dinars, for he is the one who authorized him to spend more than this amount, and given the custom
current with us as such: first we obtain approval to carry out repairs, then we keep
the approval paper until the completion of the repairs, then we pay the price to the contractor
after he signs for the receipt of the amount on the same approval paper, and we keep it with us
in the file; this is the current custom with us.
Therefore, I suggest to your Excellency not to pay him anything because he did not perform
the repairs, and perhaps he only spent thirty and said he spent two hundred
and fifty, and in this case there is a lesson for others.
For this reason, I do not agree to give him any increase.

To the Honorable President of the Administrative Committee of the Jewish Community of Baghdad
I had submitted a petition to your honorable committee dated 5/29/1943, and I am enclosing the original request regarding the removal of danger from the property belonging
to the Jewish community and leased by me, located in Shorja. You instructed your engineer to carry out an inspection and estimate the cost
for these rooms. Your engineer performed the necessary inspection and estimated the cost at ninety-seven dinars according to the attached inspection report. Your honorable committee
approved the inspection and authorized me to carry out the necessary repairs, and I have indeed performed them. The cost reached two hundred and fifty dinars
according to the expenditures and documents kept by me. Therefore, I ask your Excellency to reconsider and instruct your engineer to inspect
the repairs I have made and estimate the cost again, as most of the sections that were repaired were not mentioned in the report submitted by
your engineer. Furthermore, there is a difference in the price of construction materials due to the difficulty of bringing them into Shorja. I ask your Excellency to kindly
approve the difference and instruct to give me the mentioned amount which I spent from my own pocket. With thanks and respect to your Excellency.

Mr. Vice President
The committee has previously approved the engineer's report, which
amounted to (97) dinars. Who authorized the person
performing the work to pay more or gave him an allowance for that?
The community is not responsible for what exceeded this value,
and the increase in the amount of work without our knowledge by the tenant

According to the below, my study on the above subject:
1- I had inspected the property mentioned
above based on your request and estimated its cost at 97 dinars
for the necessary and required works, whether the committee approved
the inspection or not.
2- It appears from the above petition that the inspection and the task
that was authorized to us did not include the works that
the petitioner performed.
3- Who authorized the petitioner to carry out the repairs
mentioned?
