After greetings and respect, Mr. President
I, Saleh son of Shmuel Shasha, have served in the Jewish community for a lifetime
My father, for nearly sixty years (60), served directly under the honorable religious state
The community rewarded me for these services with a monthly salary of (2.925) Dinars. I did not find
this amount sufficient were it not for the assistance of the heirs of Al-Mayeh after my services were dispensed with. I was prevented
from practicing this profession directly after the issuance of the law regulating religious slaughter eight years ago
which mandated restricting the right of slaughter in front of the neighborhood to the public only and no others. Therefore, this salary
under these circumstances is no longer enough to sustain me and my necessary needs given the current economic conditions
and the astonishing rise in the cost of living. In addition to that, my head has bowed
due to the days and I have become unable to perform any work, and my age is ⟦suitable for it!⟧ And I am a man
marked by age and afflicted with many ailments and diseases.
Therefore, I have come with this letter of mine, hoping from your Excellency to look into the matter of increasing these allowances
And I pray to God Almighty to prolong your life and keep you as a treasure for the service of the Jewish community

In view of the increasing work of the committee and its branches and the necessary
follow-ups, the committee has decided to recommend considering the appointment of an independent clerk
for the committee on a trial basis for a period of two months starting from 1 / 4 / 1948 with a
nominal salary of 8 Dinars per month, to which cost-of-living allowances shall be added
according to the scale established for the community's employees. The committee has nominated Mr.
Yousef Aqayreb for this position, provided that he performs the regular duties of the community
during his free time and after official working hours ⟦line⟧

We send you a copy of the Council's Resolution No. (1) taken at its session held on
1948/4/20 regarding the promotion of community employees for your kind review and to act accordingly, please.

Copy of the Resolution
1- The Council deliberated on the issue of promotion for community employees and its workers on the occasion of the high cost
of living that has recently emerged, and deemed it necessary to provide assistance to them as much as the community's finances
allow. Based on that, and after reviewing the available statistics, it decided the following:-
A- All community employees, workers, and affiliated institutions, including retirees, accountants,
and professionals, shall be granted a grant equivalent to half of the nominal salary received by each of them on the first day of the month of
April 1948 (without the usual high cost of living allowances or any other allowances), provided that this grant does not exceed
ten dinars as a maximum and is not less than five dinars as a minimum, with the exception of office boys, servants,
and guards, who are granted a lump sum grant of four dinars only.
B- This grant does not include lecturers in schools or doctors in hospitals.
C- If one of the employees or workers receives more than one salary from the community fund, their
multiple nominal salaries shall be combined and the grant shall be paid to them on that basis, provided it does not exceed the maximum limit referred
to in paragraph (A).
D- The allowances paid by the Ministry of Justice to the heads, members, and employees of the community courts are excluded as part of
their nominal salaries for the purpose of calculating the grant.
E- Based on the verbal review that took place with the Schools Committee, the said committee shall bear 20% of the total
costs of the grant regarding the schools and institutions affiliated with the said committee, while the rest

The Council decided to request the head of the slaughterhouse to provide the names of the slaughterers and other slaughterhouse employees
who are actually working at the present time and to adjust the salaries of those for whom no adjustment order has been issued
starting from the first of May 1948.

Administrative Order
1 - In view of what has appeared to the Council that the high cost of living allowance granted to His Eminence Rabbi Daoud Moallem
President of the Court, amounting to (3.750 Dinars) per month, is less than the amount prescribed according to the scale of
high cost of living allowances, it was decided to increase the mentioned allowance and make it (5.750 Dinars) as of the first
of May 1948.
2 - In view of what has appeared to the Council regarding the low salary of Rabbi Yaqub Moallem in Al-Bataween and its
disproportion with what his colleagues receive, it was decided to increase his salary from (3.500 Dinars) to (5.500 Dinars)
per month as of the first of May 1948.
