a check for the amount of ten dinars, as the allocations decided to be paid to me for overseeing the affairs of the community secretariat
and the Lay Council for the period from June 27, 948 to July 30, 948.
I take this opportunity to express to Your Excellency that what I did was a simple task I undertook
in response to the request of His Excellency, the Respected Head of the Community, and I would have liked your appreciation for this work to be

Chief Clerk of the Israeli Sectarian Court, the prescribed allowance in the amount of five
dinars per month until his job grade is adjusted by the Ministry of Justice, provided that

Administrative Order
1 - In view of the election of His Eminence Rabbi Yaqub Ezra Menashi to membership
of the Spiritual Council, the Council has decided to assign him a former nominal salary of (14.750
dinars) fourteen dinars and seven hundred and fifty fils per month, to which shall be added
cost-of-living allowances according to the prescribed scale.
2 - Former fee allowances shall be paid to him in the amount of (7.250 dinars)
seven and a quarter dinars, similar to the rest of the members of the Spiritual Council.
3 - The nominal salary allocated to Rabbi Yaqub Ezra Menashi
in the Shechita, amounting to (5.500 dinars) per month, shall be discontinued.
4 - This administrative order shall be implemented as of the first of October 1948.

Honorable Vice President
I have noticed during my work in the presidency of the community that we encounter unjustified difficulties in providing the
venerable Lay Council with the required information regarding personnel affairs due to the absence of a comprehensive special register
showing details of appointments, promotions, leaves of both types (sick and regular), allocations, and bonuses
relating to all employees directly linked to the Council, who number about one hundred. On one hand, and on
the other hand, as a preliminary step to preparing a special system for appointments and promotions based on the proposal of the respected member Mr.
Heskel Shehet mentioned in the last session, I suggest that the accountant be tasked with organizing such a register along with organizing
a file for each employee containing a special form in which the aforementioned information is recorded along with the correspondence related
to each employee.
Furthermore, the accountant has actually started, based on my suggestion, to organize the mentioned register, and I am serious about preparing
the draft of the referred form for personnel affairs (serving as a service record). However, I have seen it best
that the accountant be tasked with drafting it to carry out this work starting from the first of January 1949 to be ready
for auditing at the end of the fiscal year when auditing the Council's accounts. Therefore, I submit herewith an administrative order for your kind
signature if you find it appropriate.
